In Singapore for most citizens of the world (including CIS countries) - 96-hour stay without a visa is available in transit. Transit is a journey from point A to point B through Singapore (the destination country must be different from the country of departure).
During transit, you can leave the airport grounds. No additional action is required for this. After arriving at Changi Airport, you need to pass through passport control (by presenting a printed ticket to another country), after which you will be stamped and with peace of mind you can go for a walk around Singapore. As for luggage, you need to pick it up in case your ticket is not a single.
