Anyone with an international driver's license and over 21 years old can rent a car. Some firms charge an additional fee for young drivers when renting executive cars. Note that your driver's license must be valid for the next two years. You will also need to purchase insurance, which does not cover the driver's personal possessions and is not valid outside of Israel, such as in the Palestinian Authority.
You will also need a credit card for the rental. The amount of the rental and the security deposit will be blocked on the card. The money will be deducted from the card when you return the car. Cash deposits are not accepted, and Electron and Maestro cards will not be accepted.
